International aid from US colleges and universities for students can come from two sources – Need-based and Merit-based aid. Need-based aid is awarded based on your family income and assets, that is, the greater your financial need the more financial aid you are qualified for. On the other hand, merit-based aid or merit scholarship is awarded based on your merit (although need-based aid, especially for international students, has a correlation to merit as well). Merit-based aid does not depend on family income, and oftentimes is grant money (money that does not have to be repaid).
It is important to check the official website on information regarding financial aid for international students. Colleges that award need-based aid to admitted international students may not necessarily cover their full demonstrated need, in which case there is a “gap” which the student has to cover with private loans or borrow from relatives. Furthermore, financial aid packages may be comprised of grant aid (i.e. money that need not be repaid) and/or loans (i.e. money that has to be repaid after graduation).
Most US colleges have a need-aware admission policy because their financial aid budget is limited, which means a student’s financial need factors into the admission process. A need-aware school is only able to accept a limited number of need-qualified students, and that number is even smaller for international students. This is because international students are ineligible for federal, state or student loans (without a US co-signer), and are only eligible for institutional aid, that is aid that comes directly from the financial budget of the university. Hence, an international student applying for financial aid will face much a tougher competition for admissions. However, that should not deter you from applying for financial aid. International students do receive need-based aid (sometimes up to the full cost of study for low-income students) – it’s just that these students are typically amongst the very best in their applicant pool.

i tink u wud first of all need to write the GRE exam, but i don't tink the TOEFL exam is necessary since English is our official language in Nigeria.
